Do not fear, for I am with you; do not be afraid, for I am your God. I will strengthen you; I will surely help you; I will uphold you with My right hand of righteousness.

Every reason given here is a statement about God rather than about the situation: I am with you, I am your God, I will strengthen you, I will uphold you. Nothing is said about the threat getting smaller.
It was spoken to a nation watching empires move against it. "Do not be dismayed" is not advice about perspective — it is a claim that the person holding you does not depend on how the thing you are afraid of turns out.
